Contacted Larry W. Brock, Chesterfield County Residential Structural Inspections Supervisor, (3/18/2020) who responded with the following:
"Ice and water shield is required for all new construction. For existing construction projects, reroof, etc., the code does not require it to be installed, unless the shingle manufacturer “requires it”. If a shingle manufacturer “recommends”, then that is not considered a requirement, as far as the code is concerned."
